Preparing for the largest multi-sport event ever held in Scotland

With over two billion pounds being spent on infrastructure in Scotland’s largest city, the Glasgow Commonwealth Games will be the largest multi-sport event ever held in Scotland. Commencing with the opening ceremony at Celtic Park, home to the famous Celtic Football Club, more than 4500 athletes from seventy (70) Commonwealth nations will compete for gold, silver and bronze over eleven (11) days of competition.

Our EPG team provided strategic planning advice to the local organising committee (LOC) senior management team in areas such as event overlay & infrastructure cost planning, input into lessons learned on previous projects and spectator services & event safety, including the provision of health and safety advice. In the strategic planning phase, we were also engaged to undertake an executive level security strategy review which we then developed into the spectator services strategic (SPS) plan. Covering all phases of the event life cycle, EPG were also contracted to project manage the physical services scope related to the event security infrastructure.

With spectator services being the largest and most visible workforce and often acknowledged as the ‘Face of the Games’, EPG has utilised its in-house expertise to assist the organising committee in defining the strategic approach for this critical function. In developing the SPS, we also contributed to the planning of the following spectator services deliverables:

  • Management Structure
  • Workforce Plan
  • Venue & Public Domain Crowd Safety Plan
  • Service Delivery Principles & Methodologies
  • Operating Requirements
  • Programme Budget & Roadmap

Building on the successful delivery of the security overlay for the London 2012 Olympic & Paralympic Games on behalf of the UK Home Office, we provided a team of project managers to the Glasgow 2014 LOC to project manage the physical security services scope, including the following key scope areas across all phases of the event life cycle:

  • Strategic Planning Market Capability
    • Supply Chain Analysis & Feasibility Assessment
    • Tender analysis, review, negotiation and issue
    • Procurement & Contracts Management
    • Cost Management
  • Operational Planning Design and Stakeholder Management
    • Project Management
    • Scope definition
    • Programme development
  • Operational Readiness Design Integration and Venue Ownership
    • Stakeholder sign-off and testing
  • Event Delivery Installation and Site Management
    • Games Time Assurance
  • Event Closure Final Account and Close out
